Google is my friend. I found that there is apparently supposed to be a training session on the new Roman Missal in Albany in October... "For Priests and Diocesan Leaders." (Sources here and here.)
The floor is now open for betting and debate--will Bishop Clark be attending, and will he take any of it to heart?

These sessions are targeted for priests, deacons and members of the laity in diocesan leadership positions such as directors of offices of liturgy which most dioceses have. When the USCCB advertises to 'diocesan leaders', they mean lay people in leadership positions.
Since Bishop Clark is part of the United States Catholic Conference of Bishops, he was part of the many year discussions, consultations, debates and votes on the new missal. He is probably very familiar with its contents.
Thanks for the info, Anon. Guess I should've thought of that first. The point still stands, though... is he going to encourage its implementation when the time comes? We'll just have to wait, hope, and pray...
Ink, he has no choice. It has to be implemented. It's not optional.
So is the GIRM, and apparently he decided he can give dispensations for it.

Lay homilies during Mass are certainly not an option, but Bishop Clark has made it so.
Not to mention liturgical dancing, Passion Mimes, clown mass, holy water super soakers...
Believe it or not, lay homilies or reflections are not allowed in the Diocese of Albany.
